On June 1, 2018, a roundtable "Trust and Security in the Digital Economy" was held at the National University of Kyiv-Mohyla Academy under the auspices of the Ukrainian side of the Ukraine-EU Civil Society Platform and the Ukrainian National Platform of the Eastern Partnership Civil Society Forum, as part of the project "Strengthening public participation in the creation and implementation of Ukraine's digital agenda and harmonization of digital markets with the EU and EaP countries," with financial support from the "Civil Synergy" project, funded by the European Union and implemented by the International Renaissance Foundation.
The main goal of the project is to establish constructive dialogue between stakeholders based on the active involvement of government, business, the public and expert community, and to develop joint recommendations for accelerating the development of Ukraine's digital economy and society.
The introduction of trust services in all spheres of the economy and the functioning of society poses additional challenges for both government institutions and businesses and consumers. That is why the urgency of conducting a constructive dialogue among all stakeholders regarding the security of using electronic services is very high.
A representative of the Ministry of Justice of Ukraine presented in detail the government's plans for implementing European norms into legislation in the field of trust services; in particular, a number of draft regulatory legal acts have been submitted for public discussion.
Representatives of the State Service of Special Communications Administration spoke about regulatory acts concerning cybersecurity and trust on the Internet, which are currently under public discussion, and invited experts in this field to actively participate.
An employee of the enterprise-administrator of the Central Certification Authority reported on the specifics of working on the trust list provided for by legislation in the field of electronic trust services, which requires maintaining two separate lists - according to the national standard and the international one, which fully complies with European legislation.
The roundtable participants, on the proposals of the civil society organizations implementing the project, decided to jointly contribute to:
regulatory and legal resolution of issues regarding consumer protection in the ICT sector, such as protection of intellectual property rights, protection against spam, protection of the confidentiality of information (including personal data), protection against fraud, cybercrime, as well as measures for electronic commerce;
improvement of legislation in the field of personal data protection with the aim of implementing EU acts in this area and developing technical regulation acts on these issues;
development, agreed with European partners and all stakeholders, of a new plan for implementing the cybersecurity strategy, including a separate law on cybersecurity that will take into account the need to introduce shared responsibility of the state and private structures in the management of critical infrastructure facilities.
Civil society organizations, government and business agreed to work jointly, on the principle of multistakeholderism, on the policy of trust and security on the Internet.
